CONSTITUTION and BY-LAWS
ARTICLE I - NAME
The name of this association shall be All Southern Rabbit Breeders Show Circuit.
ARTICLE II - OBJECT
Section 1. To stimulate the exhibition of rabbits.
Section 2. To create more interest in the rabbit and cavy business.
Section 3. To develop a better spirit of cooperation among associations.
Section 4. To promote more licensed registrars and judges.
Section 5. To encourage youth clubs in the circuit.
Section 6. To start new clubs within the association.
Section 7. To promote the commercial rabbit industry in the South.
ARTICLE III - ADVANTAGE
Section 1. To build bigger and better shows.
Section 2. To provide better means of advertising.
Section 3. To have more rabbits and cavies exhibited.
Section 4. To offer more incentive awards to youth.
Section 5. To be noted for the sale of quality breeding stock.
Section 6. To provide an ASRBSC mailing list to each member club.
ARTICLE IV - MEMBERSHIP
Section 1. Any rabbit association chartered with the ARBA located in the Southern States may file application for membership with the Secretary, who shall submit the Association's name to the Directors for approval. After approval by the Directors, the filing association will be on one (1) year probation from the date of Directors' approval. After serving the probation period and completion of one successful show, the filing association will then be voted on by member associations by mail vote.
Section 2. The fiscal year of All Southern Rabbit Breeders Show Circuit will begin and end with new business at the annual meeting each year to be held in conjunction with the All Southern Grand Final Show.
Section 2a. Membership fee shall be Ten ($10.00) Dollars per year. All affiliations are to be renewed at the beginning of the ASRBSC fiscal year. If the membership fee is not paid by January 1 of each year, the association will be dropped from the All Southern.
Section 2b. In renewing affiliation each year, a list of all paid up members, with their name, address, phone number ARBA number and e-mail address where applicable, is to accompany the renewal charter. A notation should be made as to the members who desire show catalogs. Any affiliate club who wishes their members to be included on the ASRBSC membership listing must include a mailing list with their charter renewal or they will not be so included.
Section 3. Each association of the ASRBSC shall, after acceptance into full membership, be allowed one (1) vote. Any club failing to have an ASRBSC sanctioned show in a calendar year without good cause shown shall forfeit all of its privileges and prerogatives, including permanent show dates and voting on any matters of the ASRBSC.
Section 4a(1) Any licensed ARBA Rabbit Judge, Cavy Judge, or Registrar residing in a state in which there is an ASRBSC chartered club, but who currently is not a member of any ASRBSC chartered club, shall receive an invitation to become an honorary member of the ASRBSC.
4a(2 Upon acceptance of the invitation, he/she shall be granted the same privileges afforded to the membership of an ASRBSC chartered club.
Section 4b(1) The District 6 ARBA Director shall receive an invitation to become an honorary member of the ASRBSC.
Section 4b(2) Upon acceptance of the invitation, he/she shall be granted the same privileges afforded to the membership of an ASRBSC chartered club. (3) The District 6 ARBA Director shall be invited to serve in an advisory capacity to the show circuit, and shall be eligible to so serve upon acceptance of the invitation.
ARTICLE V - DIRECTORS
Section 1. The Board of Directors shall consist of a Director (one) from each member association in the show circuit, plus the officers of the ASRBSC.
Section 2a. Directors are to be appointed by member associations, but must be rabbit or cavy breeders. In the event a Director discontinues raising rabbits or cavies, he must be recalled by his association and be replaced by a rabbit or cavy breeder.
Section 2b. Within thirty (30) days of taking such action, the member association shall promptly notify the ASRBSC Secretary of the name, address, telephone number and e-mail address if applicable, of any replacement director, including the effective date of such replacement.
Section 3a. The Director or club President may appoint an alternate member of his association to serve at the Board of Directors regular or special called meetings. The ASRBSC Secretary must receive a letter of introduction for the Alternate Director, signed by the club President or elected Director.
Section 3b. Failure of an alternate director to provide the appropriate letter of introduction/proxy to the ASRBSC Secretary prior to the meeting shall preclude the alternate from voting on any business conducted by the ASRBSC Board at said meeting.
Section 3c. In the event a director AND bona fide alternate director representing the same member association should simultaneously attend a meeting of the ASRBSC, then the director (not the alternate) shall be deemed as the authorized individual to represent the member association at said meeting, and any proxy issued to an alternate director for that meeting will be considered null and void.
ARTICLE VI - OFFICERS
Section 1. The officers shall consist of a President, 1st Vice President, 2nd Vice President, Secretary-Treasurer, Sweepstakes Chairperson, adult Youth Director and Director from each member club, and these shall constitute the Board of Directors. Each position shall be entitled to one vote, except the President may break a tie vote only when the vote does not concern changing the Constitution and By-Laws.
Section 2. The officers shall be elected by the Board of Directors of the ASRBSC at the All Southern Grand Final Annual Meeting each year, with the exception of the Secretary-Treasurer and the adult Youth Director who will both be appointed by the President and confirmed by the Board of Directors. The President's voice supersedes the circuit Secretary's in the ASRBSC business. Any person accepting an appointment as an officer in the All Southern RBSC shall be a member in good standing of a club affiliated with the All Southern RBSC and the American Rabbit Breeders Association during his/her entire term of office.
Section 3. Nomination of officers shall be made, with the nominee's consent, in writing to the All Southern Secretary at least 60 days prior to the All Southern Grand Final. In the event a member is nominated for more than one (1) office, the Secretary shall notify the member in writing and the member shall have two (2) weeks to return to the Secretary his choice of offices. If the member does not reply in the given two (2) weeks, his name shall be automatically placed on the ballot for the highest nominated office. A ballot listing the potential officers for the upcoming year will be mailed to the Secretary of each member club. Such ballot will be properly marked to indicate the club's choice of officers and will be used by its All Southern Director when voting for officers of the All Southern. The term of office shall be for one year or until their successors are elected. Officers may serve more than one term.
Section 4. General supervision and conduct of the show circuit shall always be vested in the Board of Directors. The elected or alternate Director from each member association, and each elected or appointed officer, shall have a vote on ASRBSC business. The President may break a tie vote only when the vote does not concern changing the Constitution and By-laws.
Section 5. All elected and appointed officers of the ASRBSC must be members in good standing of the ARBA.
ARTICLE VII - DISCIPLINE
Section 1. Charges of misconduct of a member association must be made in writing to the circuit Secretary. The charges shall be considered together with the defense of the member by the Directors and disposition of the offense agreed upon.
ARTICLE VIII - SHOW DATES
Section 1. Prior to the annual meeting of the delegates, the various show dates for the member associations shall be set by the President, same being decided upon by order of first request, first preference. Preference shall be given associations requesting permanent show dates.
Section 2. In setting show dates, it should be kept in mind that the shows should be held as far apart as possible.
Section 3. Each member association holding an ASRBSC sanctioned show(s) must obtain a sanction from the circuit Secretary and return same within 30 days of close of show. Any member association not returning show report(s) to circuit Secretary within 30 days, without good cause, will be dropped from the ASRBSC.
Section 3a. Each member association holding an ASRBSC sanctioned show must return exhibitors report and/or reports within thirty (30) days of close of show. Any member association failing to comply, without good cause, will be dropped from the ASRBSC.
Section 4a. The applicable fee for each entry to circuit-sanctioned shows shall be paid to the circuit Treasurer within 30 days of close of show; this shall also apply to the Grand Final Show. Fur class entries and meat pen entries are considered to be a separate entry, and the fee must likewise be paid on them.
Section 4b. The Board of Directors may suspend or drop any member association that fails to pay the prescribed fees within thirty (30) days of its show, if said failure to pay is without good cause and/or warrants such action.
Section 4c. The Secretary-Treasurer will give a semi-annual financial report to each member association on June 30th and December 31st of each year. The June 30th report shall be for the period from January 1st through June 30th, and the December 31st report shall be for the period from July 1st through December 31st.
Section 4d: Based on the ending balance of the June 30th report, the amount of fees to be paid by the member associations shall be as otherwise provided herein.
Section 4e: Fee changes shall be in effect for a period of exactly one year, beginning September 1st, two months after the June 30th report. The June 30th financial report, plus all income due in from shows held prior to June 30th but not yet received, shall determine the fees paid to the ASRBSC for the shows held during the next following sweepstakes period from July 1st through June 30th. The amount of fees to be paid by the member associations to the ASRBSC shall be as otherwise provided herein.
Section 4(f)(1) If the June 30th report , including supplemental show pack deposits, reflects a treasury balance of more than $1,500, a fee of ten ($.10) cents on each entry shall be paid on shows held during the next following sweepstakes year.
Section 4f(2) If the June 30th financial report, including supplemental payback deposits, reflects the treasury balance is below $1,500,00, the fee will automatically be increased to fifteen ($.15) cents for the shows held in the next following sweepstakes year.
ARTICLE IX - DUTIES OF OFFICERS
Section 1. The President shall preside at all meetings of the Board of Directors, shall appoint all committees, not otherwise provided for, shall call special meetings of the Directors, shall appoint an official representative to the National Convention, shall tabulate show date requests, and set dates for same, and perform any other duties pertaining to the office.
Section 1a. The President shall be privileged to make expenditures up to one hundred ($100.00) dollars per year for any project or endeavor that would benefit the ASRBSC.
